4/11/1925: Officer Ralph Miover was killed in the line of duty in a motorcycle accident.
7/1/1925: The City Charter was rewritten and passed by 87%.  It would be amended around 350 times before 1998.
8/22/1925: Officer Wylie E. Smith was killed in the line of duty by gunfire.

1926

2/8/1926: Offcer Herbert Klade was killed in the line of duty by gunfire.
2/23/1926: Officer Carl Drake was killed in the line of duty by accidental gunfire.
3/14/1926: Officer James M. Miller was killed in the line of duty by gunfire.
4/1/1926: James E. Davis was appointed chief of police.
5/16/1926: Officer Arthur L. Davenport was killed in the line of duty in a car accident.

1927

1/23/1927: Officer Charles M. Partin was killed in the line of duty in a motorcycle accident.

2/27/1929: Officer William H. Marple was killed in the line of duty in a car accident.
2/27/1929: John M. Schomaker was killed in the line of duty in a car accident.

12/30/1929: Roy E. Steckel was appointed chief of police.

1930

1930: The City Charter was amended to give officers a hearing before a Board of Inquiry and declared the right to hold their job was a substantial right of which he shall not be deprived arbitrarily nor summarily.  Section 202 was enacted.
3/31/1930: Officer James C. Costello was killed in the line of duty by gunfire.
4/13/1930: Officer Peter Muller Jr. was killed in the line of duty by gunfire.
5/10/1930: Officer Vern A. Brindley was killed in the line of duty by gunfire.

1931

1934

1934: The City Charter was amended (by a vote of 50.2%) to provide a Board of Rights and a declaration that an officer’s job was a “substantial property right.” Lt. William Parker wrote the section and modeled after the US Military special court martial.
7/24/1934: Officer Russell A. Leidy was killed in the line of duty by gunfire.
